Postal Services

The postal sector has tended to be seen as a sector distinct from other conveyance (transport) services and has been regulated separately. Postal services as a concept - and a tool for regulatory purposes - has developed differently in different countries. The main reason for this is that differences in the regulatory aims of society tend to lead to differences in definitions of postal services.

Traditionally, the concept of “postal services” has developed on the basis of the universal service obligation (USO), and has been linked to the national postal administrations providing this service. The concept has in general been developed mainly on basis of the subject, because the regulatory framework does not include other persons/operators (who conveys the same items in a (slightly) different way).

The postal sector has undergone a significant transformation during the last decade. Many of the former traditional postal administrations have changed into corporation and in some case have even been privatize or there are plans to do so. The business approaches of the national postal operators are changing and more explicit attention than before is given to cost efficiency and customer responsiveness. Technological developments influence the provision of postal services as well as the developments in adjacent markets, such as the communication market, advertising market, and the express market.

The above developments are reflected in the regulatory policy that has been set out by the European Commission through the directives 97/67/EC and 2002/39/EC opening the market for other operators providing “traditional postal services”. The purpose of Community policy in the postal sector is to complete the internal market for postal service and to ensure, through an appropriate regulatory framework, that efficient, reliable and good quality postal services are available throughout the European Union to all its citizens at affordable prices. Both directives aim for a gradual and controlled market opening of the postal sector throughout the European Union.

In Slovakia, the liberalization of the Postal market has started and the competition to Slovak Post consists of more than 20 companies. The competition is aiming to take over the most of the market of the Hybrid Postal Services (excluding the USO fully supported by the Government). This fact creates the strong pressure on the  Slovak Post if it doesn't want to loose the battle of liberalization and doesn't want to leave the market of liberalized services. Therefore it has to undergo certain restructuring of organization and the way it provides Postal services to stay in the competition for the Hybrid Postal Services in Slovakia.
